General Manager Stewart Todd has resigned from the Narrabri Shire Council in a shock exit from the local government body.

Mr Todd stepped aside from the council after six-and-a-half years at a confidential extraordinary meeting of council on Tuesday.
He had come under repeated pressure about his actions regarding the Inland Rail Line after the recent council elections.

Narrabri mayor, Ron Campbell, said Mr Todd had been behind many achievements including the town's Northern NSW Inland port, the town's special activation precinct and upgrades to community facilities.
"A special mention should be made of the 2018 Bluett Award which Council was recognised as the most progressive rural Council in the state," he said.
"Under Stewart's leadership, Council has been placed in an enviable position to take advantage of the diverse economic opportunities we have been presented with."
Robert Ball has been appointed acting general manager while Narrabri council conducts a recruitment process to appoint a new chief.
He was described as having "vast experience in local government", including 19 years as the general manager of Sydney's Hornsby Shire Council.
