This morning it was announced that large parts of regional NSW would come out lockdown on Saturday which included a number of freedoms.
The return of community sport was not one of those freedoms. A number of sports in Tamworth, that were hoping to recommence, their seasons have now cancelled them.
NSW could hit double vaccinations in "early to mid November", Mr Barilaro said.
He also said compared to ticketed and outdoor seated events at major recreation outdoor facilities, where up to 500 people are able to attend, community sports were much harder to police.
"Community sports, you're relying on volunteers. You have canteens. You have a range of activities that you have no ability to police," he said.

He said the NSW Government wanted to err on the side of caution.
"It was easier for us to just not permit community sport in this lifting of restrictions for the regions or even at the 70 per cent mark," he said.
"Yes, it's unfortunate but it is about a balancing game."
While community sport isn't allowed to go ahead, training is, Mr Barilaro said, with up to 20 people allowed to gather in outdoor settings.
"Technically, 20 people are allowed to come together so you are allowed to train. That would not mean you couldn't train. That makes sense and that it would be permissible," he said.
