A Racing NSW inquiry found that Morgan had sent a text message to Robert Clement, the husband of Armidale trainer Jane Clement, in which he offered his trainers percentage (10 per cent) to have Rapid Eagle scratched from race five at Tamworth last Sunday.
Morgan's runner in the Baxter Boots and Shoes Class 2 Handicap (1400m) was Sole Hair, who was backed from $2.20 into $1.95, before finishing second to Flying Scotsman.

Morgan could have been fined $10,000, but the penalty was reduced after he pleaded guilty. He can appeal.
Stewards noted that he had "no previous offence under this rule", although "his record had included previous convictions for serious breaches of the rules".
In 2016, a Tamworth jury found Morgan and Robert Clement guilty of race-fixing. They were handed good behaviour bonds and community service.
Morgan won the 2020/21 Hunter and North West trainers premiership.
