But after a nationwide search for the right people; Tamworth Regional Council (TRC) has hired strategy and performance manager Jason Collins, planning and compliance director Gina Vereker and growth and prosperity director Jacqueline O'Neill to bring the city's defining document, Blueprint 100, to life.
The fast bowler Ms O'Neill, moves at "100-miles-an-hour" as she races to grow the region and make it a place where people want to live.
"That's why the council want me, I want to get some velocity in here and let's move it," she said.
"Jason being the strategist says, 'this is what we need to do', I say, 'alright let's go,' but he's the bumper bar in the bowling alley to make sure we keep on track.
"Gina in planning says, 'hang on a minute, let's make sure this has longevity', so we work together all the time."
Venues, AELEC, the airport, economic development, community services and events are in her area.
The council opened positions in the three high-level positions to make sure it could deliver on Blueprint 100.
Mr Collins looks after integrated planning and reporting, communications and engagement and executive services for the council.
"It's nice to go somewhere where the council is stable, well-regarded and respect each other because it makes your job a lot easier," he said.
"A lot of the time when you get sought for jobs or you look for jobs it's about building on something that's broken and this is one of those unique opportunities where it's going really well - so how you add value in that situation is probably a bigger challenge."
As the planning and compliance director, Ms Vereker is responsible for all things building and strategic planning that will shape the look and amenity of the city.

Park rangers, smaller towns, parking, the pound and complaint management are also under her roof.
"In my role, I see myself as an enabler, our department is about enabling Blueprint 100 to happen and without the planning background or getting the zonings right, the development controls right or relaxing where need be - Blueprint 100 isn't going to happen and it's not going to be a reality," Ms Vereker said.
Each role plays into the hand of the next - and even when they disagree the end goal remains in sight.
Blueprint 100 is a solid foundation to move forward on, Ms O'Neill said.
"I see it as a partnership document, because it was drafted with the community, this is what the community desires," she said.
