"Council will be working with those businesses to help them to meet their requirement for seating their ten patrons, whether that be inside or outside," acting director of planning and compliance Ross Briggs said.
"We're trying to let people spread out a bit on the footpath and provide that space so we can do social distancing and still have some social dining going on."
Interested businesses should call council, and enquiries will be assessed on an individual basis.
Mr Briggs said environmental health officers are also "helping out" cafes and restaurants as some begin to reopen for dining in.
