The 2.43-hectare Marius Street site was purchased by agribusiness Manildra Group for $6 million in May 2018.
The Leader understands the company is investigating the block's potential to host a multi-function building, with a number of retailers down the bottom and units on top.
Manildra Group decline to comment on its plans for the site.
"At this stage, we are not in a position to make any comments about the purchase of the property in Tamworth," a Manildra Group spokesperson said.
Tamworth council's Blueprint 100 plan identifies the block as a "flagship redevelopment site" because of its "large and centre location".
