CEO Susan Law confirmed council had received complaints claiming Cr Jonathan Galletly had used inappropriate language when he attended the arrival of trucks delivering water from Sydney, at Armidale Showground on Saturday.
She said the external inquiry would examine whether the councillor had breached the council's code of conduct.

Cr Galletly told ACM that he was unaware of any complaints, and said he did not know about the inquiry.
"I don't believe I have acted against the Councillors Code of Conduct," he said.
Mrs Law said she was not present and did not witness the incident.
"I can confirm that other people have raised it with me in terms of the Code Of Conduct," she said.
"The process for dealing with these is fairly well prescribed. They are dealt with externally, so neither I or any of my staff will be dealing with these complaints. They will be referred to an external reviewer.
"That process will commence in the near future."
Mrs Law said such matters were usually resolved very quickly.
