The Goddard Lane site has laid dormant for a number of years but Tamworth Regional Council finalised its sale a couple of months ago.
The site was picked up by local developer Charles Sfeir who planned to divvy the 11.42 hectare site into 12 new industrial lots.
"The aim of the development is to provide and integrate suitable business and industrial premises within the Glen Artney Industrial precinct of Tamworth," the development application's statement of environmental effects said.
"The proposed subdivision is consistent with land zoning and surrounding developments in the region."
The aim of the development is to provide and integrate suitable business and industrial premises within the Glen Artney Industrial precinct of Tamworth.
At the close of the sale, Tamworth Regional Council general manager Paul Bennett said the site had been zoned for "heavy industrial" use.
Mr Bennett wouldn't disclose how much the council was paid for the site but said it "got a good deal" and was "in line with market expectations".
The council's proceeds from the sale went towards funding ongoing work at the Northern Inland Centre of Sporting Excellence.

If the development is approved and the individual lots are sold-off it could see a number of new jobs brought to the site.
It could see the area become a huge employment precinct for Tamworth with the Glen Artney industrial zone nearby, which has been previously touted as a home for more than 5000 jobs, as well as the intermodal freight hub.
Mr Bennett couldn't estimate how many jobs the the new development would bring to town.
"It's always dependent on what sort of businesses decide to develop in this estate," Mr Bennett said.
"This is a small site in relation to the larger Glen Artney Enterprise Area."
Burke and Smyth principal Gavin Knee has been engaged to handle the resale of the lots and said there some interest early. The development will be on public exhibition until September 2.
