The 76-year-old man was using a pedestrian crossing on Markham St, Armidale on Friday, shortly after midday.
Police allege he was struck by a car, being driven by a 46-year-old woman.
The man suffered critical head injuries and was rushed to Armidale hospital where he later succumbed to his injuries and passed away.
The woman was breath tested at the scene and returned a negative result, police said.
She was arrested and taken to Armidale hospital for mandatory blood and urine tests.
The road was cordoned off and a crime scene setup, which was combed by Armidale detectives and forensic police.
The moments leading up to the accident are under investigation by police, and inquiries continue, a spokesperson confirmed.
A report will now be prepared for the coroner.

Ambulance paramedics were called to Markham Street shortly after midday after reports a pedestrian was struck by a vehicle.
The accident is believed to have occurred near the intersection of Rusden Street at a crossing.
Paramedics treated the man, aged in his seventies, who suffered significant head injuries.

The Westpac Rescue Helicopter was tasked from Tamworth with a doctor and paramedic on board.
The crew landed at Armidale Airport. A spokesperson for the chopper said the man was being assessed and stabilised and then would be flown to John Hunter Hospital in Newcastle for specialist treatment.
Investigations into the accident are continuing.
