Tamworth council is set to announce on Thursday morning that it will move to the stricter water measures as Chaffey Dam falls.
The dam was hovering at 25.5 per cent on Wednesday - just 0.5 above the trigger for the city to move to level four conditions.
Under level four, all residential outdoor water use is banned.

Recycled, greywater and rainwater can be used, trickle feed tanks are off limits, and there is no topping up of pools allowed.
Council will also stop irrigating public parks, gardens, roundabouts and sporting facilities with treated water, and will use bore water where possible.
Earlier this week, council's water sustainability team said the city was consuming about 19 megalitres a day, but the average would drop to about 13 megalitres on the weekends.
On Monday, an audit of a number of local businesses started with industry accounting for almost one-third of daily water use in the city, by the council's estimates.
The auditor will look at large businesses who use 3.5 megalitres per annum so that council can examine the processes and what to do in the future as the drought worsens.
