The off-spinner snared 6-56 off 30 overs to bowl Wests to a vital first-innings win over third-placed South Tamworth at Riverside 2, with Souths dismissed for 196 chasing 218.
For the second time this season, Souths captain Mitch Smith, the competition's leading run-scorer, was dismissed in the 90s - caught and bowled by Kelly for 95, his debut century proving eusive.

In Wests' outright win over Bective East the previous round, Kelly crunched a matching-winning 66 not out.
With one round to go, Wests are about two points behind fourth-placed North Tamworth, and about 10 points behind second-placed City United.
On Saturday, Cameron Reeves provided Kelly with good support - 3-105 off 36.2 overs.
At No.1 Oval on Saturday, North Tamworth secured a first-innings win over City United.
Resuming on 4-14 chasing 117, City were dismissed for 63. Veteran paceman Adam Greentree took 6-21 off 16.4 overs.
Norths were then routed for 83 - quick Jack McVey (7-40 off 15 overs) the chief destroyer. Off-spinner Scott Brennan snared three wickets to finish with match figures of 10-59.
Set 138 for victory off 20 overs, City finished on 4-38 in their second innings.
Runs have been hard to come by at No.1 Oval in recent games, but Norths captain Brendan Rixon is unconcerned.
"I thought the pitch played okay yesterday [Saturday]," he said. "It had a little bit in it for the bowlers. You needed to be patient as a batter, which is fine."
