The eight-year-old girl was riding a scooter in the driveway of a home on Kenny Drive, Tamworth, about 2.45pm yesterday when a car stopped near her.
Police have been told a woman, who was with a male driver, called out to the girl and offered her a lift.
When the girl refused, the woman reportedly threatened her before allegedly trying to grab her hand.
The girl managed to escape and run inside the home where she alerted her parents.
Police were notified and officers from Oxley local Area Command attended the scene and commenced inquiries.
Detectives are now seeking public assistance to identify and locate the couple involved.
The woman has only been described as having long, dark hair.
The girl was not able to describe the man.
The vehicle is only described as being an orange-coloured sedan.
Oxley LAC duty officer Inspector Kylie Endemi said that it was the first time such an incident had occurred recently.
Anyone who witnessed the incident is urged to contact Tamworth Police or Crime Stoppers.
