The 71-year old Armidale man has pleaded not guilty to two charges of dishonestly obtaining financial advantage by deception.
Rowe faced Sydney Downing Centre Local Court on Monday, he is accused of using an RSL credit card to splash out on personal expenses for his family between September 2012 and November 2014.
Police allege Rowe used the RSL credit card to put his daughter up for three nights in a Sydney hotel for $363.
The card is alleged to have been used to pay $9069.07 off four phone accounts owned by his family with Optus.
Deputy Registrar Nicole Hoffman listed the matter for hearing on December 5, it's estimated to go for one day.
Rowe's lawyer previously tried to have his case heard under Section 32 of the Mental Health Act.

It was denied on the basis Rowe's post-traumatic stress disorder acquired in service to the country did not cause his alleged offences.
Rowe served in the Vietnam war and quickly rose to a high rank within the respected RSL organisation.
He resigned in 2014.
